MORI and Urbed carried out a survey of councillors' attitudes to high density housing. They found that councillors have housing as their highest priority but felt that there were too many barriers such as inappropriate design and local resident opposition. The survey concluded that high density housing schemes could receive greater council support if more effort was made to overcome design and infrastructure problems.
