Decent homes standard no longer priority for PFI

Councils are often failing to use the money provided by the private finance initiative (PFI) to meet the decent homes standard despite the government's emphasis on the investment option. Of the schemes approved by the ODPM through to round three of housing PFI only half will use the money to bring existing properties up to standard. Many councils will instead use the programme to deliver other government targets.
