The Inland Revenue publishes draft regulations setting out details of the new obligations on promoters and users of certain tax schemes and arrangements to disclose those details. The regulations include procedural rules that set out how and when disclosures need to be made and also details of the financial and employment based arrangements that must be notified under the disclosure rules.
