The government proposes amendments to the Housing Bill 2003 to tackle the blight of empty homes and to protect tenancy deposits. Councils will be able to apply to make Empty Homes Management Orders on long-term empty properties where there is a strong enough case to do so which will mean the owner retains legal ownership and will be entitled to any rental income generated by the authority after deduction of its relevant costs.
