Notes that the scope of the Act was narrower than first envisaged and there were compromises in certain areas. The government has asked Sir Michael Latham to chair a committee to re-examine the act. The review will not be as detailed as the earlier report and will be carried out on an open basis. The committee will report by the end of July 2004.
