Trading scheme to generate emissions cuts

A new report from the National Audit Office "The UK emissions trading scheme: a new way to combat climate change", claims the UK emissions trading scheme has been successful in reducing the discharge of greenhouse gases. The scheme was launched in March 2002 by DEFRA to allow participants to buy and sell allowances to emit greenhouse gases, such as carbon dioxide. In its first year the 31 participants received incentive payments which reduced the total emissions by almost six times the target for the year.
