The ICE report, "The state of the nation 2004", has called for urgent action to provide over 2 000 new facilities to deal with the waste crisis. The ICE's estimate considers the number of waste management facilities, including recycling facilities, to replace a single landfill site. The report considers that there are insufficient statistics to accurately assess the problem and that government is not doing enough to encourage investment in sustainable solutions.
