Provides background information on the issue of third-party planning appeals. Summarises and comments on the Scottish Executive's "Rights of appeal in planning" consultation paper. Also sets out the options and other proposed changes, including proposals to remove the right to an inquiry into local plan objections and to withdraw the right of appeal. Suggests an alternative to widening rights of appeal in planning by allowing any person to seek a review by a planning authority of its decision before the planning authority issues planning permission or a notice of refusal to grant planning permission.
