Considers the nature of the National Planning Framework (NPF) in providing the required vision for Scotland. The aim of the NPF is to modernise planning practice in Scotland and to make planning administration more effective with greater transparency in process and outcome. As part of this drive, the Scottish Executive has also launched two consultation papers on the reform of development plans and the rights of appeal in planning.
