Discusses the statutory code of conduct which was introduced by the Ethical Standards in Public Life Etc (Scotland) Act 2000 and came into effect on 1 May 2003. The code requires councillors to declare financial and other interests that may be reasonably thought to influence a councillor's actions, speeches or votes in the council. It is this aspect which is causing problems for councillors who are members of committees dealing with planning applications.
