Discusses the proposed introduction of Empty Homes Management Orders (EHMOs) in an amendment to the Housing Bill currently going through parliament. Outlines the scale of the empty homes problem: 720 000 in England alone, 308 000 of which have been empty for more than six months. Local authorities can use EHMOs to take control of empty homes to meet housing demand, with the legal title remaining with the owner, who is entitled to rental income after costs are met. Covers other developments on the empty homes front such as cutting VAT on the cost of renovating houses empty for three years or more and permission being given to local authorities to reduce or remove entirely the 50% council tax discount on empty homes left vacant too long. Table gives numbers of empty homes in England as at 1 April 2003.
