Comments on the auditor general's report on the Scottish Parliament building which cost £431m to build instead of the earlier estimate of £40m. Argues that the blame for this huge overspend relates to work starting on the building before the designs were fully developed. This problem worsened in 2001 when the Scottish Parliament decided that the original building was too small and ordered it to be built half as big again.
