Examines recent government action towards achieving greater energy efficiency. Notes how the government's Climate Change Programme 2000 restated its target to reduce CO2 emissions to 12.5% below 1990 levels by 2008-12 with a further domestic target of a 20% reduction by 2010. The building sector has been affected in the last few years by the Climate Change Levy, enhanced capital allowances and changes to Part L of the Building Regulations. In April 2002 the industry saw a major update to Part L of the Building Regulations, but implementation of this is patchy. The government has also been developing new policies leading to the publication of its Energy White paper in 2003, "Our energy future - creating a low carbon economy" (J125519). This sets out a long term goal to reduce the UK's carbon emissions by 60%.
