The Strategic Environment Assessment (SEA) directive (Directive 2001/42/EC) came into force 21 July 2004 and fills the gap not covered by the environmental impact assessment directive (Directive 85/337/EC). The SEA directive requires the transparent assessment of the likely environmental effects of developing and planning a wide range of plans and programmes. This article considers issues arising from the introduction of SEA at EC and national levels.
