Discusses "Butler and Young Ltd v Bedfordshire BC" ([2003] EWHC 1289 (Admin), [2003] All ER (D) 274 (May)), which held that Bedfordshire BC had been correct to refuse to issue a plans certificate on the basis that an initial notice, as required by the Building Act 1984 s47, had not been sent to it prior to works being done.
