Discovers whether rising house prices can revive low demand areas without the need for intervention. Focuses on the Valleys housing market in south Wales and Ebbw Vale after the demolition of its giant steelworks. At the moment rising prices seem to have rescued these former areas of low demand. As the Cardiff area and south Wales coastal strip have become increasingly unaffordable, home hunters have ventured further up into the Valleys. Efforts to tackle low demand have consisted hitherto mainly of selective demolition programmes and the prospects of the Welsh Assembly establishing a dedicated market renewal fund remain dim. Concludes that it is too early to confirm that rising prices can work alone.
