The UK government has accepted that the European Commission is correct in its view that Registered Social Landlords are bodies governed by public law for the purposes of EC procurement law and therefore must comply with the requirements of the EC public procurement directives where these apply. The directives apply to a wide range of bodies in receipt of public funds and their purpose is to open up the public procurement market to better ensure the free movement of goods and services within the European Union. http://www.odpm.gov.uk/pns/DisplayPN.cgi?pn_id=200 4_0208
