Fly-tipping is on the increase - in 2003 the Environment Agency dealt with 5 300 incidents - almost 40% more than in 2001. In addition, local authorities deal with thousand of incidents each year. Almost 25% of incidents involve waste from construction, demolition and excavation activities.
