Early rights of access for walkers - 2004 - DEFRA News Release 24 September 2004 (2) .

Access to open country in central and southern England under the Countryside and Rights of Way Act 2000 will begin on 14 December 2004. On 19 September, designated countryside in the lower northwest and southeast regions became the first regions to be made officially accessible to walkers.
