The ODPM is developing a scheme whereby first-time buyers could be helped onto the first rung of the affordable housing ladder. John Prescott wishes to achieve better value for money and more housing options by making smarter use of public sector-owned land and by driving down spiralling construction costs. He stressed that the proposal was an essential element of sustainable communities and involved a range of affordable options such as part ownership and rental.
