Looks at the details of the New Civil Engineer's (NCE) survey into industry attitudes to safety. Overall, the results show that there is a culture of blame for safety failings. In particular, contractors blame designers for not taking enough responsibility for safety. The NCE survey found that 87% of designers thought they could do more to design out risks in construction and emphasised that lack of knowledge was the greatest barrier to better designs for safe construction.
