A report by the Joseph Rowntree Foundation has found that the Welsh Assembly should do more to improve the quality of private sector homes and reduce poverty among home owners. "Low-income homeowners in Wales" suggests that the assembly could increase the take up of tax credits for working people. It could also review its policy on distribution of home improvement grants to assess whether it will meet the government's target of halving the number of private sector homes in disrepair by 2005.
