Consultation on proposed Best Value standards for faltering planning departments next year has been launched by the ODPM. New targets have been set for all authorities - for example; it suggests that 77 authorities that determined less than 40% of major applications in 13 weeks last year should decide 57% of such schemes in the same time in 2005-06.
