Describes preambles in the MMHW/MMRW as the introductory clauses that are always inserted at the beginning of a bill of quantities, even when no amendments to the method of measurement are required. They are used to set out various matters dealing with obligations, pricing, measurement, amendment, amplification and explanation of the items in the bill. Explains the various elements which are included and particularly highlights issues regarding water flow and testing.
