National planning guidelines prepared and issued by the Scottish Development Department define land-based resources or potential for development which are of national significance. The recent report of the Committee of Inquiry into Town and Country Planning appointed by the Nuffield Foundation recommends their adoption, suitably amended in England and Wales. The article examines the evolution and objectives of the guidelines and identifies two broad categories of guideline in practice. These are the zoning and policy guidelines. (Journal abstract)
