The secretary of state, who had responsibility for national fire safety legislation and guidance, had been entitled to decide not to implement recommendations made by the chair of the public inquiry into the Grenfell Tower fire to require the owner and manager of every high-rise residential building to prepare personal emergency evacuation plans for all residents whose ability to self-evacuate could be compromised.
