Mr Steven Levy sitting for the The Valuation Tribunal for England rejected the valuation officer's argument that the locality of four retail units in Kettering and in Corby were a reasonable walking distance from each unit because many people travelled by car or public transport and that Rushden Lake shopping centre 12-20 miles away, built in 2017, was in the 'locality' of the four subject retail units. It was argued that its opening had driven footfall and revenue away from surrounding town centres.
