Change of use - house in multiple occupation to self-contained flats-need in area for housing-consequent loss of multiple occupation accommodation-material considerations-policy to resist change of use resulting in loss of house in multiple occupation. High Court decision overturned-need for housig in a particular area was a planning purpose-no distinction to be drawn between a need for housing generally and a need for particular types of housing.
