DoE officials have met local authorities to discuss renewed calls for the unfreezing of more than £7bn in capital receipts. A phased release of the council cash - the proceeds of property and land sales which must remain unspent under current DoE regulations - could provide significant finance for maintenance programmes and new capital throughout the country.
