"R v Commissioner for Local Administration, ex p Blakey" QBD 7 March 1994. B had failed to declare a non-financial interest when speaking and voting on a route-planning decision, but having been challenged through the Ombudsman, he applied for judicial review on the grounds the Ombudsman had failed to balance B`s personal interest with duty to his constituents. Application refused.
