A Treasury Order VAT (Construction of Buildings) Order 1987 SI 1987:78l has been laid before the House of Commons clarifying the borderline between zero-rated and standard-rated work, following the decision in the case of Great Shelford Free Church . If approved, the legislation will take effect from 21 May 1987.
