In the light of the increasing privatisation of council estates , the author discusses the recent case R v Hammersmith and Fulham LBC, ex parte Beddowes (See WB2234-17) which considered whether a local authority could fetter the housing policy of a future council of a different political persuasion by agreeing to restrictive covenants on its own land .
