Reports on a recent Birmingham industrial tribunal `s decision concerning multiple appeals against enforcement notices requiring removal of asbestos from a Stafford shopping centre . In this test case the various options for dealing with the problems of asbestos in buildings were considered, especially the conditions under which encapsulation may be an acceptable alternative to removal as a form of remedial action.
