European industry ministers are to discuss whether to include a Buy-Europe clause in a directive aimed at opening up the public procurement market within the EEC . The proposal would give preference to goods containing more than 50% EC content and would permit buyers to ignore non-EC tenders so long as they were no more than 3% cheaper than the best Community bid.
