"Burroughs Day v Bristol City Council" QBD 18 January 1996. B sought listed building consent to carry out works at their offices. Drawings showed installation of a lift shaft which involved altering the roof. Consent was refused and the SoS Environment dismissed B`s appeal. B contended that the work was internal and did not affect the external appearance of the building within s55 of the Town and Country Planning Act 1990. Judgment for B.
