Considers to what extent the impact of major retail development proposals on existing centres may be a material planning consideration, concentrating on hypermarkets , superstores and supermarkets and retail warehouses . Examines a potential problem with impact policies, ie. the difficulty of distinguishing between a legitimate attempt to avoid an adverse effect on existing centres and their continuing viability and an illegitimate purpose of trying to protect shops in such centres from ordinary business competition. Extensive lists of references, the majority of which are Scottish decisions.
