In Surrey Heath Borough Council v Secretary of State for the Environment and Another ,QBD 30 October 1986,it was held that a planning inspector determining an appeal against a refusal of planning permission misdirected himself in having regard only to the national, and not also to the local need , to promote economic activity when he rejected local development proposals,in favour of a Government circular encouraging the promotion of new development and jobs.
