Change of use of basement to sandwich bar - access to shop front - refusal based on policies in draft UDP relating to access for persons with restricted mobility - Building Regulations - DCPN 16 para 3 -~ PPG1 paras 35 and 36 - inspector considered advice given in PPG1 dispensed with the need to consider the UDP policies on access - objectives for dealing with disabled persons were material to planning applications - inspector failed to give these consideration - application allowed.
