Town and Country Planning - complex of former farm buildings situated in the green belt - five buildings served with an individual enforcement notice requiring cessation of unauthorised commercial use - appeals - inspector`s decision letter treated the sites compendiously and in effect as one application and rejected the deemed applications for planning permission - whether the inspector committed an error of law in treating the separate sites as forming a composite application.
