Refusal of planning permission for use of a mobile home within green belt as a gypsy caravan site - enforcement notices issued - continued use of land - ex parte injunction obtained to restrain continued use of land - committal proceedings instituted for continued use in contempt of the injunction - whether a local plan policy which restricted further gypsy caravan sites was an illegal contravention of the Race RElations Act 1976 - whether the policy was a fetter on discretion.
