Judicial review - grant of planning permissions for residential housing development - development site not allocated for development purposes and outside village envelope - proposal not in accordance with development plan - alternative sites with outstanding residential planning permission for sufficient dwellings to fulfil development plan - whether there was a need for the proposed housing - whether the planning authority applied the correct test in granting permission consistently with s54a Town and Country Planning Act 1990 - earlier permission for same development subject to judicial review proceedings at time of grant of permission - whether decision to grant permission was flawed on the ground of bias - whether the grant of permissio was otherwise unlawful (Journal abstract.)
