Describes the repairs notice procedure under the Planning (Listed Buildings and Conservation Areas) Act 1990 to force owners of neglected listed buildings to carry out repairs. Failure to comply allows local planning authorities to compulsarily acquire paying only minimum compensation to the owner. The use of `back-to-back` deals by local authorities, whereby a property is sold immediately to another purchaser, is described.
