Site used as public car park - permission for change of use referred by Council - effect of proposal on aims of Development Plan policies and PPG13 key aims - Council operated all but 700 car parking spaces out of total of 6,000 at the Potteries Shopping Centre - survey revealed the use of appeal site did not encourage a significant number of additional private vehicles into Hanley - appeals allowed - costs awarded against Council.
