The recommendations of the DOE "Report of the Noise Review Working Party 1990" (HMSO £7.20) include a pilot Quiet Neighbourhood scheme , mandatory control for burglar alarms , dealing with neighbourhood noise, measuring vehicle noise in annual MOT tests and building regulations sound insulation requirements to new buildings.
