In Palmer v Sandwell Metropolitan Borough , the sending of a booklet which contained a proposed tenants` charter and a new form of tenancy agreement , by a local authority to existing tenants on one of its estates could not be treated as an offer by the authority to be legally bound by a variation of the terms of the existing tenancy agreements.
