The Dutch housing system was once a model for other European countries. This article examines the changes to social housing, where housing associations now have to seek higher proportions of private finance for new developments as government plans to phase out all capital subsidies for social housing by 1995. Looks at possible consequences of this policy, also at management of Holland`s only problem estate and at the phasing in of market rents.
