It was held in Westminster Bank plc v Arthur Young McClelland Moores & Co ChD 31 July 1990 dismissing an appeal by the tenants that the court had no jurisdiction to entertain repeated application under of the Arbitration Act 1979 s7(1)(b) for a certificate that a question of law should be considered by the CA as only one application is envisaged under S7(1)(b).
