Site within Metropolitan Green belt abutting long-established garage site and premises - permission granted in 1986 for use as extension to existing British Rail commuter car park - expected use by commuters did not materialise - use as car park by other than commuters not precluded by conditions - Council`s determination of the application as though it were for the commercial storage of vehicles on a greenfield site in the green belt lacking justification of special circumstances misconceived - Council had disregarded the fact that the whole of the appeal was an authorised car park which had been used as such since planning permission granted - appeal allowed - costs awarded against Council.
