According to NHTPC "Cost awards at planning appeals" (NHTPC 14-18 Old Street, London EC1V 9AB £6), local authorities are granting planning permission more frequently than they should due to the increasing number of applications for costs by developers appealing against refusal of planning cases. DOE Circular 2/87 criticised.
