Discusses the case taken to the European Court between Dundalk Urban DC and Eire which involved denial of a contract on the ground that pipes did not comply with Irish Standard Specification 188; the only pipes that did comply were Irish made. The Council appealed to the European Court on the grounds that this was an example of non-tariff barriers. The case is put into the context of European law as a whole.
